The Human Services Council of Carteret County exists to bring people together to collaborate, advocate and advance human services in Carteret County, North Carolina.
The Human Services Council of Carteret County functions as a participatory advisory body that convenes monthly to assess human services, strengthen communication, foster collaboration, promote public awareness, and advance strategic, solution-oriented responses to issues related to food insecurity, addiction, mental illness, poverty, the homebound and the homelessness.
By bringing together stakeholders from Carteret County government, nonprofit organizations, community members, and volunteers, the Council works proactively to assess, plan, optimize and refine human services delivery and cross-sector coordination thus ensuring a cohesive and efficient framework to address human services across municipalities.

When people unite around a common purpose, something powerful happens. Individual talents become collective strength. Ideas become action. Compassion becomes impact. The challenges facing our neighbors whether hunger, isolation, lack of transportation, housing instability, or access to healthcare are often too great for any one person or organization to solve alone. But when individuals, nonprofits, churches, businesses, and community leaders work together, barriers begin to fall and lives begin to change.
God designed us to live and serve in community. Each of us has unique gifts, experiences, and resources to contribute. When those gifts are combined in service to others, the results are multiplied far beyond what any one person could accomplish alone.
Every part matters. Every contribution counts. Every act of service strengthens the whole.
As we work together to help those in need, we do more than meet immediate challenges we build hope, strengthen relationships, and create a community where people know they are seen, valued, and supported.
The greatest impact is rarely achieved by one person standing alone. It is achieved when people come together, united by a shared commitment to love their neighbors and serve the common good. Together, the Human Service Council of Carteret County will accomplish far more than we ever could apart.
The Human Services Council of Carteret County meetings are held monthly on the 2nd Thursday, 2:30pm - 3:30pm at the Foundation Building Conference Room, Carteret Community College, 108 College Circle, Morehead City, North Carolina 28557.
The Human Services Council of Carteret County meetings follow a published agenda and include meeting minutes, primary human services reporting review, subcommittee monthly report review, action items review, social services issues discussions, and next action steps planning.

The Human Services Council of Carteret County was founded by Bill Moersch in May 2026. Bill is the President of the CommUNITY Service Team that he founded in 2018 and with more than 20 years of leadership, organizational, and project management experience with nonprofits and human services operations, Bill believes the Council will provide meaningful value to local human service providers by serving as a central point for collaboration, advocacy, and the advancement of human services throughout Carteret County.
